I've seen TV shows about scuba diving, where sharks lazily swim amongst divers, and since their natural feeding instincts aren't provoked, they leave the divers unmolested.
There are different sorts of politicians, some more canny than others. The most dangerous are the ones who know that we don't want politicians mucking in things unless there is some desperate need. After all, what does a politician do but make more rules we must obey and raise taxes? Of course, if there's a war going on or something, we'll allow almost any sort of increase in government authority over us, and bear what taxes we must. These creatures simulate a crisis, which provokes us to thrash around and scream for help. This attacts all the other sharks and we find ourselves in the midst of their "co-operation".
Global warming is exactly this sort of phony crisis. You are being stimulated to run around screaming, "The sky is falling!", while the politicians feast among and upon us.

Co-operation, or bipartisanship as we call it here is just a way of saying that the more strongly doctrinaire party has to get it's way. Allow your democratic institutions to do their job.

Pay Attention! The game is up! Both NASA and the Hadley Center at East Anglia have been caught fudging the data. The world has cooled in the last decade. The world isn't warming. CO2 isn't the most signifcant greenhouse gas. There is no looming crisis. Man-made global warming is a con game.

When I first heard of this "crisis" perhaps ten years ago, I worried that representative democracies, because they require time to get "buy-in" from their citizens, wouldn't be nimble enough to change direction in time. As it turns out, the reason only totalitarian government could get the job done, is that the "job" was designed to make totalitarianism necessary. Lots of good hearted people are being suckered into signing their freedoms away so that Marxism can be pulled out of the trash where it belongs and achieve perpetual control over the entire world. Look at what our radical Marxist president is trying to do here in the U.S., and you'll see that this is a final all-out push to subjugate the world.
